Anniversary flowers are inexpensive, too (usually $20 or less), so they make a great anniversary gift if you're on a tight budget.  If the couple is celebrating a winter anniversary, make sure the plant can be sustained indoors in a pot until the spring arrives.  Also note that if you're giving bulbs (tulips, irises, lilies, etc.) they need to be planted in the fall, so reserve them for summer or early fall anniversaries.
